The process of putting down on paper the current status is a snapshot in time. A project plan with a baseline set and then actuals tracked shows variance where it exists. The business case prepared based on assumptions about the future can then be assessed as the future becomes now.

Project documentation once prepared, should be periodically reviewed and assessed. The PRINCE2 Methodology has formal review points in it, such as at End Stage. It is not there just to be looked at and then put away. Shifting direction might be inevitable, by having documentation to review, which is a definition as at a particular date, we can see how much things have changed.
